How to Open an NRE Account from the UAE (Documents & Steps, Factual Guide)

Short answer: An NRE (Non-Resident External) account is opened from the UAE by submitting an application to an Indian bank with a core set of documents — passport, proof of NRI status (UAE residence visa, work permit or Emirates ID as the bank accepts), overseas address proof, PAN or Form 60, and photographs — through one of three routes: a fully online or global account-opening desk application, a UAE-based representative office or partner channel, or in person during a visit to India. The exact list differs slightly between banks, and the differences are set out bank by bank below. This is a factual guide to documents and steps only; it does not recommend any bank.

Who is eligible: NRI status under FEMA

Eligibility for an NRE account follows the Foreign Exchange Management Act (FEMA) framework administered by the Reserve Bank of India. HDFC Bank states the eligibility in one line: an applicant is eligible if they are a Non-Resident individual of Indian nationality or a Person of Indian Origin. In practice, banks test NRI status from documents — a valid visa or work or residence permit for the country of residence, or, for foreign passport holders, an OCI or PIO card where applicable. An NRE account holds earnings from outside India, is maintained in rupees, and is fully repatriable; HDFC Bank’s account description confirms that funds can be transferred freely between India and abroad and that interest on NRE deposits is exempt from income tax in India. The separate question of which account type fits which kind of income is covered in the comparison of NRE vs NRO accounts.

A terminology note: two different status tests

NRI status under FEMA and residential status under income-tax law are different tests, under different laws, and a person can be non-resident under one and resident under the other in the same year. FEMA status turns broadly on residence and intention in relation to employment or vocation outside India; income-tax residence turns on day-count rules in India. The two should not be used interchangeably on any form. As a matter of legislative fact, from tax year 2026–27 the Income-tax Act, 2025 applies in place of the Income-tax Act, 1961. This article states the distinction only so that application forms are read correctly; it gives no tax advice.

The document list, reconciled across banks

The lists below were checked on 8 November 2026 against the published NRE pages of HDFC Bank and Kotak Bank, the DBS Bank India NRE pages for Dubai residents, and Bank of Baroda UAE. The core is the same everywhere; the edges differ.

Document HDFC Bank Kotak Bank DBS / Bank of Baroda UAE
Passport Photocopy of valid Indian or foreign passport Mandatory for NRE and NRO Valid passport copies (DBS); copy of passport (BoB UAE)
NRI status proof Valid visa (employment / residence / student / dependent) or work / residence permit; OCI / PIO where applicable UAE work visa or employment permit, residence visa / Emirates ID, OCI / PIO; CDC plus contract for seafarers Work or residence permit / visa (DBS); document showing financial interest in UAE (BoB UAE)
Overseas address proof An Officially Valid Document (passport, driving licence, or foreign-government document as listed) Passport or licence with address, embassy letter, utility bill not older than 3 months, or rent agreement with latest utility bill Dubai address proof per bank policy (DBS); current resident-country address proof (BoB UAE)
Indian address proof Aadhaar, Voter ID or NREGA job card listed as Indian address proof; bank FAQ states an Indian address is not mandatory Asked only if an Indian address is being registered (Aadhaar, passport, driving licence, government ID) DBS lists Dubai and India address proof; BoB UAE asks PAN (India) or Emirates ID (UAE) as identity proof
PAN or Form 60 PAN / Form 60 per the documentation page; see attestation note below on remote applications PAN card; Form 60 only where the applicant has no PAN PAN card or Form 60 (DBS)
Photographs Latest passport-size photograph (KYC list) Listed in the standard NRI document set Latest passport-size photos (DBS); two recent photos (BoB UAE)

Three differences matter in practice. First, Indian address proof: HDFC Bank states in its FAQ that an Indian address is not mandatory and overseas address proof is accepted, and Kotak asks for Indian address proof only where an Indian address is being registered, while DBS lists both Dubai and India address proof in its Dubai checklist. Second, Emirates ID: Kotak lists UAE residence visa or Emirates ID expressly as status proof, while HDFC Bank’s published list names the visa or permit rather than the Emirates ID card itself. Third, seafarers: Kotak and DBS both add documents for seafaring applicants — a Continuous Discharge Certificate (CDC) and, at DBS, the employment contract and a FEMA declaration. A signed NRI declaration or account-opening form is part of every bank’s process, and FATCA and CRS self-declarations are collected as part of standard onboarding.

The three opening routes

Route 1: Fully online and global account-opening desks

Major banks run online NRE applications for residents of specified countries, including the UAE. HDFC Bank’s published route is an online application started from its NRE Savings Account page, followed by submission of the application form with the required documents. Kotak presents the same structure for UAE residents: apply, upload documents, and complete verification. Where verification is non-face-to-face, the attestation rules in the next section apply.

Route 2: UAE-based representative offices and partner channels

Several Indian banks maintain a UAE presence or partner arrangements through which documents are collected and originals sighted locally. Bank of Baroda UAE, for example, publishes an NRE savings route in which the account-opening form is signed in front of bank officials and original documents are presented for verification in the UAE. HDFC Bank’s NRI services are also distributed in the UAE through a partner bank channel, which publishes a document list centred on passport copies including the residence visa and address pages, with originals shown for validation. Exchange-house and representative-office channels perform document collection and verification; the account itself is held with the bank in India.

Route 3: Opening during a visit to India

An application can also be made in person at a branch in India during a visit, with the same document set. In a face-to-face application, originals are sighted by bank staff, which is why the attestation requirements that apply to remote applications do not apply in the same way.

Attestation: what banks state

HDFC Bank’s published KYC document list for non-resident customers (dated 6 April 2026) states the remote-application position directly. For a new-to-bank customer opening an account on a non-face-to-face basis, copies must be self-attested and additionally certified by one of: an authorised official of an overseas branch of a scheduled commercial bank registered in India; a branch of an overseas bank with which an Indian bank has a relationship; a court magistrate abroad; the Indian Embassy or Consulate General in the country of residence; or a Notary Public abroad. The same HDFC list states that PAN is mandatory for opening an NRE or NRO savings or current account on a non-face-to-face basis, with a form-based alternative accepted only on a face-to-face basis. Independent NRI guides describing ICICI Bank and SBI processes record the same attestor categories — embassy or consulate, notary, or a bank official able to sight originals — and note that where a bank completes verification by video KYC, separate attestation may not be called for. The applicable rule is the individual bank’s current checklist, which the bank confirms during the application.

Typical timelines, as stated

Banks do not publish a single guaranteed opening timeline on their NRE product pages. The timeline in each route is driven by document completeness and verification: an in-person or representative-office application with originals sighted locally is verified at the point of submission, while a remote application adds attestation and, where physical forms are used, courier time to India. Secondary guides to UAE applications record representative-office activations in a small number of working days once a complete, correctly attested set is received, and longer end-to-end times where attestation or courier steps are outstanding. Account numbers, cheque books, debit cards and internet-banking access follow activation in the order the individual bank issues them. An initial funding transfer is part of activation at most banks, made by remittance from the applicant’s overseas account; the mechanics of sending money itself are covered in the guide to the best way to send money from the UAE to India.

Frequently asked questions

Can an NRE account be opened from the UAE without visiting India?

Yes. HDFC Bank and Kotak Bank both publish online application routes for UAE residents, and Bank of Baroda UAE accepts applications in the UAE with originals sighted by its officials. Remote applications carry the attestation requirements described above.

Is PAN mandatory to open an NRE account?

It depends on the route. HDFC Bank’s KYC list states PAN is mandatory for non-face-to-face NRE account opening, with a form alternative only face-to-face. Kotak and DBS publish PAN or Form 60, with Form 60 applying where the applicant has no PAN.

Is Indian address proof compulsory?

Not at every bank. HDFC Bank’s FAQ states an Indian address is not mandatory and overseas address proof is accepted; Kotak asks for Indian address proof only if an Indian address is being registered; DBS lists both Dubai and India address proof in its checklist.

Who can attest documents in the UAE?

Per HDFC Bank’s published list: an authorised official of an overseas branch of an Indian scheduled bank, a branch of an overseas bank with an Indian-bank relationship, a court magistrate abroad, the Indian Embassy or Consulate General, or a Notary Public abroad.

Sources and method

Document lists were checked on 8 November 2026 against: HDFC Bank, NRE Savings Account page and FAQ, and HDFC Bank’s acceptable KYC documents list for non-resident customers dated 6 April 2026; Kotak Bank, NRI account for Indians in UAE (documents required); DBS Bank India, NRE Fixed Deposit in Dubai / UAE (eligibility and documents); Bank of Baroda UAE, Savings Account (Non-Resident) documents required; HDFC Bank NRI services via Emirates NBD (UAE partner channel document list). Attestation practice at other major banks was cross-checked in published NRI guides describing ICICI Bank and SBI processes. Bank checklists change; the bank’s checklist at the time of application governs. This article states facts and steps only and is not personal financial or tax advice, and it does not recommend any bank.
